Date: September 18, 2016
Time: 17:00 to 19:00 (GMT +3:30)
Venue: IRAS Conference Center, Tehran, Iran
H.E. Mr. Levan Dzhagaryan, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Islamic Republic of Iran
Davood Kiani, First Deputy Director, IRAS
In this event, H.E. Mr. Levan Dzhagaryan said:
“Aside from economic and trade cooperation, regular meetings are conducted concerning regional coordination. As an example we may sight the meeting between the Russian especial representative for Afghanistan and his Iranian counterpart in late August. Russia is very pessimistic about the current state of affairs in Afghanistan due to its painful experience in Afghanistan. Quite recently, during his visit to Iran, Russia's Deputy Foreign Minister Sergei Ryabkov had talks with Deputy Ministers Araqchi and Takht-e-Ravanchi concerning the Joint Comprehensive Plan of Action (JCPOA). Russia understands Iran’s complaints about the implementation of JCPA and it is not optimistic.
“The two sides meet at least once a week and discuss the Syrian issue. Russian Deputy Foreign Minister Mikhail Bogdanov has visited Iran twice this year and met and had talks with his counterpart, Mr. Jaberi Ansari, in the Iranian ministry. Mr. Jaberi Ansari has visited Russia likewise. Russia has also disclosed some details about the agreement with the US concerning Syria. Ceasefire in Syria is facing many setbacks. Russia felt sorry that the coalition forces led by the US had attacked a base in Deir-al-Zour which belonged to Syrian Army. This act was an aid to the terrorists and Russia accused the US which in turn led to the discontent of Washington. Russia still awaits an official and written explanation for the recent attacks from the US government.
“The problem is that, whether we like it or not, we have to cooperate with the Americans in Syria. They play a key role in Syria and right now many opposition groups are operating in Syria under the support from the US. However, there is not enough intelligence on the Syrian opposition groups at hand. One reason for this is lack of coordination between the power structures in the US which can be witnessed in the contradictory statements made by the Secretary of State, Mr. John Carry, and the US defense minister, Ashton Carter, concerning Russia. This has caused misunderstanding between Russia and the US.”
In this event, Davood Kiani also said:
“The Iranian and Russian presidents have had eight meetings, whether bilaterally or on the sidelines of international conferences, during the past three years. Likewise, the meeting rate between foreign ministers, agriculture ministers, heads of economic groups, and boards of trade has been impressive despite the fact that there are still problems. Most of these problems are economic ones and although trade and economic statistics are heartwarming they don’t match the capacity of the ties between the two countries. It is expected that economic relations would increase parallel to political relations because the former guarantees the latter. This being said there are some differences between Iran and Russia which are natural. Both countries know that they can cooperate despite their differences and they can reduce these differences.”
